Reel 2, Walter Winchell, John Foster Dulles, Lord Vansittart, and representatives of the public, express views on the world situation, especially regarding Germany. Shows Sumner Welles and explains his plan for dividing Germany. Includes views of the Dumbarton Oaks Conference. Pro-German collaborationists are beaten in the streets of Paris.
